The PETRA Erasmus+capacity-building project was designed to develop a methodology allowing a quick launch of cooperative Technology Enhanced Learning (TEL) implementation in Azerbaijan contributing to the development of a Higher Education community linking Azerbaijan and Europe for this purpose. With this study, it is aimed to determine the quality assurance framework within the scope of the PETRA project and to determine the degree of development of the higher education institutions included in the project within this framework.
